A woman stands in a city. She speaks but no sound comes out. Other people join in the chant, but they are also silent. The symbolism is that if people don't fill out the US Census, then their voice isn't heard, because the government can't determine which communities are in need of what services.
Their chant is "Schools, community centers, best protection [or alternately 'transportation'], hospitals!"
